Highways are long, uninterrupted roads usually constructed of obsidian that allow players to easily (and safely) travel throughout the server's map. While some large-scale bases may have private highways, the term is often associated with public infrastructure projects that rest on the cardinal and intercardinal points. You can read more here for more information on each dimension's public highway system.
